Abstract

This article examines the strategic directions for attracting investment in human capital with the participation of international organizations. It argues that international institutions contribute not only financial resources, but also policy support, institutional capacity building, knowledge transfer, and digital innovation. Particular attention is given to the roles of the World Bank, ADB, IMF, UNESCO, ILO, UNDP, WEF, OECD, and IsDB in shaping human capital development strategies. The article also highlights the case of Uzbekistan, where cooperation with international organizations supports education reform, skills development, AI-based learning, and labor market modernization. It is concluded that strengthening such cooperation can improve human capital outcomes, reduce youth unemployment, and enhance the country’s long-term competitiveness.
